DEPENDING ON THE GRADE LEVEL OF EACH INDIVIDUAL SCHOOL… IT WOULD DICTATE HOW MUCH OR IF THE SCHOOL BOARD HAS POWER OVER THAT SCHOOL. PEOPLE WERE NOT HAPPY WITH THE IDEAS.
