PRODUCE ALEX AZAR WHO IS IN A LEADERSHIP ROLE IN HIS SECOND
TOUR OF THE DEPARTMENT. HE SERVED AS GENERAL COUNCIL
FROM 2001 TO 2005 AND AS DEPUTY SECRETARY. DURING HIS TIME AS DEPUTY
SECRETARY, HE PLAYED KEY ROLES IN SEVERAL ASPECTS INCLUDING
LEADING THE DEPARTMENT THROUGH THE TRANSITION AND IT IS WITH
PLEASURE I WELCOME SECRETARY AZAR. [APPLAUSE]
>>THANK YOU VERY MUCH. AS I LOOK AT THE WALLS AND THE
PAINTINGS, IT IS A HUMBLING EXPERIENCE TO SEE THOSE WHO
PRECEDED ME ALL THE WAY BACK TO THE FEDERAL SECURITY AGENCY IN
THE FDR ADMINISTRATION. SUCH AN IMPORTANT POSITION AND
MISSION FOR THE AMERICAN PEOPLE. I JUST CAME FROM A CABINET
MEETING A COUPLE OF MINUTES AGO FROM THE PRESIDENT AND WE
DISCUSSED TWO OF THE MOST IMPORTANT ITEMS WE CAN TALK
ABOUT AS A CABINET AND THE PRESIDENT IS JUST DELIGHTED WITH
THE WORK THAT EVERYONE IS DOING HERE AND THE PRESIDENT AND
VICE-PRESIDENT ASKED ME TO CONVEY TO YOU ALL THEIR DEEP
GRATITUDE FOR WHAT YOU ARE DOING FOR THE HEALTH AND WELFARE OF
AMERICANS EVERY DAY. THIS CEREMONY WHICH IS THE
HIGHLIGHT OF THE PUBLIC SERVICE RECOGNITION WEEK IS REALLY AN
IMPORTANT OPPORTUNITY TO CELEBRATE THE WORK OF THE PEOPLE
IN CONTRIBUTING THAT THAT MISSION. THE 80,000 PEOPLE AS WELL AS
CONTRACTORS AND VENDORS WHO HELP US DO OUR WORK EVERY DAY ARE
VITAL TO WHAT WE DO. WE WILL BE GIVING SPECIAL
RECOGNITION TO SOME VERY UNIQUE ACCOMPLISHMENTS AND SERVICE. 21 OF OUR COLLEAGUES ARE BEING
RECOGNIZED FOR 50 YEARS OF SERVICE. THAT IS INCREDIBLE. [APPLAUSE]
>>AND OTHER TEAMS ARE BEING RECOGNIZED FOR THEIR SERVICE TO
THE DEPARTMENT AND THE AMERICAN PEOPLE. MANY ARE WORKING ON ISSUES OF
CRITICAL IMPORTANCE TO OUR COUNTRY WHETHER IT IS THE CDC
OPIOID PRESCRIBING GUIDELINES, AS AN EXAMPLE OR THE DIABETES
PREVENTION CARE TEAM. WHEN I FIRST ARRIVED, I
MENTIONED I AM OFTEN ASKED WHAT DO WE LOOK FOR IN LEADERS, ALL
LEADERS. WE HAVE 80,000 LEADERS HERE. YOU CAN READ YOUR PROGRAM, LOOK
AROUND, WE LEAD BY EXAMPLE. WHEN I THINK OF HHS EMPLOYEES IN
MY EXPECTATIONS, THERE ARE FOUR VALUES I LOOK FOR. THE FIRST IS INTEGRITY, MAKING
SURE THAT NO MATTER WHAT WE’RE DOING WE ARE ALWAYS DOING THE
RIGHT THING AND THAT IS A VERY IMPORTANT ASPECT OF COMPLYING
WITH THE RULES. HONOR AND INTEGRITY IS A HIGHER
CALLING BEYOND THAT AND INSURING THAT WHATEVER WE DO WOULD LOOK
GOOD ON THE FRONT PAGE OF THE PAPER OR WITH OUR FAMILY MEMBERS
HERE, BE VERY PROUD OF THAT AND WE WANT TO HOLD HIGH THAT
STANDARD BECAUSE THE AMERICAN PEOPLE EXPECT THAT FROM US. THE SECOND IS TEAM WORK. WE DON’T OPERATE AS INDIVIDUALS
DESPITE OF THE FACT WE WILL BE GIVING OUT AWARDS TO
INDIVIDUALS. WE WORK IN A VERY COMPLEX, VERY
POWERFUL ORGANIZATION AND WHEN WE WORK AS A TEAM TOGETHER, WE
ACHIEVE SO MUCH MORE. I ALWAYS LIKE TO THINK OF
TEAMWORK BY THINKING OF DOWN ON THE POTOMAC AND THE CREWS THAT
ROW EVERY MORNING, WITH EVERYBODY PERFECTLY IN SYNC. NO WASTE OF ENERGY. WHEN THERE IS A CONFLICT, THE
SLIGHTEST DISAGREEMENT THEY HAVEN’T IRONED OUT, THE ENERGY
GOES TO THE SIDE INSTEAD OF ALL GOING STRAIGHT AHEAD AND THAT IS
WHY TEAM WORK IS SO VERY IMPORTANT EITHER HERE OR IN
BUSINESS, WHATEVER WE WANT TO DO BECAUSE WE WANT TO ACHIEVE
RESULTS. THE THIRD IS COURAGE. THE PRESIDENT GIVES US A LOT OF
LEEWAY TO DO BIG AND BOLD THINGS HERE, MAKING MY JOB EXCITING AND
THE FOLKS WHO ARE WORKING ON BIG INITIATIVES, VERY EXCITING
BECAUSE THERE IS A REAL SENSE OF SWINGING FROM THE FENCES, OF
DOING WHAT WE THINK IS RIGHT FOR THE AMERICAN PEOPLE, FOR OUR
PROGRAM, AND HAVE REAL COURAGE IN WHAT WE DO.
AND THE FOURTH IS DISCIPLINE. IT IS THE GOOD DISCIPLINE, NOT
THE BAD DISCIPLINE THAT COMES FROM THE FIRST VALUE OF
INTEGRITY BUT THE PREDICTABLE ABILITY TO ACHIEVE RESULTS DAY
IN AND DAY OUT WITH THE REGULARITY OF A SWISS WATCH. THERE IS A POWER THAT COMES FROM
THAT. IT IS LIKE OUR COLLEAGUES IN THE
MILITARY, AND I WILL SINGLE ONE OF THE MILITARY SERVICES OUT
BECAUSE I LIKE TO THINK OF IT THIS WAY. I AM A MARINE CORPS BUFF AND NO
MATTER WHAT BEACH WE ARE GIVEN TO TAKE, WE CAN TAKE IT. WHATEVER CHALLENGE IS PUT IN
FRONT OF US, WE CAN TAKE. AND WITH THE $1.3 TRILLION
BUDGET AND ONE OF INCREDIBLE DIFFICULTY, WE HAVE TO BE ABLE
TO DELIVER WITH FLEXIBLE DISCIPLINE, FACE UNBELIEVABLE
CHALLENGES WITH A SUCCESS OF CONFIDENCE THAT WE ARE A TEAM OF
WINNERS AND CAN ACCOMPLISH ANY TASK THAT THE CONGRESS, THE
PRESIDENT AND THE PUBLIC PUT IN FRONT OF THE US. SO THOSE ARE THE FOUR VALUES I
PUT ON US AND IF YOU LOOK AT THE INDIVIDUALS THAT COME UP HERE,
YOU WILL SEE THEY REPRESENT THOSE TYPES OF VALUES. IN MEETING WITH OUR DEPARTMENTAL
LEADERS ON THE FOUR BIG CHALLENGES THAT I HAVE LAID OUT
FOR THIS TEAM THAT THE PRESIDENT HAS ASKED US TO FOCUS ON, THAT
IS LOWER PRESCRIPTION DRUG PRICES. THAT IS PERFORMING IN THE
INDIVIDUAL DRUG MARKET TO MAKE SURE PEOPLE HAVE ACCESS TO
AFFORDABLE DELIVERABLE INSURANCE. CONQUERING THE OPIOID CRISIS AND
BRINGING VALUE AND HELPING OUT THE HEALTHCARE SYSTEM BY USING
THE POWER OF MEDICARE AND MEDICAID TO ACCOMPLISH THAT. ONE OF THE BIGGEST CHALLENGES I
HAVE IS GETTING OUR TEAMS TO THINK BOLDLY AND WITH COURAGE. THAT THIRD VALUE I MENTIONED,
COURAGE, IS SO IMPORTANT AND I THINK AS WE LOOK AT THE TEAMS
AND INDIVIDUALS BEING AWARDED AND HONORED TODAY, YOU WILL SEE
IN THEM A WILLINGNESS TO STRIKE OUT BIG AND DEFINE WAYS IN WHICH
WE CAN TOTALLY TRANSFORM THE WAY WE DO BUSINESS HERE AT HHS FOR
THE AMERICAN PEOPLE. SO WITH THAT SAID, I JUST WANT
TO EXPRESS MY CONGRATULATIONS TO ALL OF THE WINNERS COMING UP
