Discussion with Dr Rakesh Gupta at Mail Today’s Education and Skill summit 8 th Edition, 2019.

hello sir welcome to the session so I guess we'll just start with the presentation first and then take forward questions thank you I think so away good afternoon so we have heard how the previous speakers disrupted everything there how the students in our colleges they are getting prepared for disruptive world in this presentation I'm going to take our attention to the school education scenario I hold to three different hats but in my presentation today I'm primarily going to talk about the suction haryana campaign or movement which has become now to improve the educational outcomes in the garment schools offer jana and plus in addition I'm going to talk a little bit about the chief minister's good governance associate program in Haryana which has completed three years now and the fourth batch is going to join very soon next week so if we see Haryana it's a medium-sized state having a population of almost 2.7 Carew's but if we look at numbers we have almost 15,000 gommage schools almost one point one lakh students who are studying in these schools plus more than 20 lakh students we have 22 districts and 119 educational blocks so those are the numbers but if we talk about quality so what we observe is in terms of quality we have not been doing very well so if you talk about the National Achievement survey which is conducted by the in Sierra T so we were around numbered at number 28 rank in the entire country if we talk about the a sir we find that the students they are able to score between 30 to 50 percent in different classes and different subjects which is of course suboptimal so we have been doing this quality improvement program in Haryana sincere 2014 in the first three years we were supported by Dell foundation and BCG during these three years we were silently working on improving the quality education in our common schools but in the year 2017 June 2017 for the first time we thought we must do it loudly we should talk to different stakeholders and this was initiated by the Honorable Chief Minister and the Honorable education minister of Haryana so this is we call it the suction wave from June 2017 to June 2019 so now this we call it suction 2.0 or the suction Verdi era in which we are becoming much more ambitious than we were initially so this was the kickoff meeting when the vision of suction Haryana was presented before mr. Manohar Lal who is the chief minister of Haryana and we can see the tall fellow standing in the left to him is mr. Ram Vilas Sharma the education minister of Haryana so 80% of time currently my time goes to the secondary education department and 20% time I look after certain portfolios one is the one I project director of she finishes good governance associate program in addition I am the nodal officer for beti bachao beti power over the state of Haryana and plus I review the CMS grievances redressal system so through the social media and through other media so this is my job profile so this was kicked off in the month of June 2017 so when we started this program in the year 2014 what we observed was only 40% students were at their grade level competence when we started this suction experiment in 2017 around 55 percent kids going to common school they were actually at the grade level competence but the aim the objective the overall objective of this program was to reach 80 percent in in two years so this was the these were the goals when we started this particular campaign so suction moment we can very well understand we have to do it in almost 15,000 schools of Haryana and we can imagine what it takes to sustain momentum on ground for a long period so we had to energize all these stakeholders so I'm so very happy to say all different stakeholders belonging to the school education ecosystem in Haryana they were part of it so almost 60 lakh people in Haryana they are actually directly linked as students as teachers or as officials working in the system or as the parents so almost 60 percent 60 lakh people that is almost 1/4 so 1/4 of the population of state like Haryana Haryana is otherwise considered to be very prosperous state but still 25% of the population is linked to Haryana Government schools so when we were launched in six program we were very much conscious that the different stakeholders starting from the Chief Minister himself so those had to be involved honorable chief minister took very keen interest in launching and monitoring this particular campaign so these are the basic levers I'm going to talk about these levers before telling you exactly how we planned and executed this so in this program Honorable Chief Minister he has been involved right from the day one when we were in the planning stage he also contributed in a big way he has been interacting with school students teachers and then because of his vision because of his direction we have been able to provide books to the schools of Haryana before time before the actual start of session in fact very soon we are going to have a state-level suctions amongst Amuro in which the people who work very well to make this section Haryana reality those would be honored and honorable Chief Minister will be interacting with teachers and school teachers and students of 10,000 gammad schools of Haryana through a juicer so this is going to happen in this month itself and because of the involvement of Chief Minister immediately we could involve the district administration officials the district magistrate the additional district magistrates and the SDM also which change the whole scenario and then of course we got lots of attention because of the direct involvement of the Chief Minister because of his reviews so those reviews were multifold because it's such a huge kind of campaign or movement so what we were very clear is that we need to two reviews based on data so unless we have data how can we actually and of course having data then analyzing it and then finally taking correct corrective actions as we move forward so during these reviews we we ensured that the best performance the people who were actually doing very good they are encouraged the best practices are accrue shared with others and then they are taken to the different schools in the in the same district and then to the whole of Haryana and the beauty of the system is because of the very motivated people who are part of the system so the primary school teacher who is teaching a class one student or class two student moving from him to the TGT or the postgraduate teacher or the headmaster or the principal or the district level block level officials they all were encouraged if they were doing something very good I myself studied in a government school in Delhi which is not more than five kilometres from this place for two years the most importantly as eleventh and twelfth so I understand what it means to be in a government school even if it is in Delhi so we were able to sort of ask them and in fact there is nothing people say that IT should be used of course IT should be used but if the teacher himself or herself if they commit 100% if they are willing to work with students know technologies as actually needed if they are very enthusiastic about of course if there is technology then it that helps but the basic tools remain the same when we were all students so these kind of reviews we do multiple reviews as we can see the chief minister himself reviews and then the departmental reviews where the department officials they review it at the state level or the district level then we do video conferencing with the district authorities and the officers from the school education department there are multiple reviews and then the in the district level the reviews are done by Deputy Commissioners once in a month and then the STM's at times they do fortnightly reviews and of course all the Education Department they keep on meeting with each other and then sharing and then improving so the important thing is it is being owned by everybody all the people important people in the system including the parents parents are also part of this system when they actually go to the parent-teacher meetings so they are also part of it so the another important lever is this is the video conferencing session which is going on which is the regular feature another important lever is using technology in sort of monitoring this entire big campaign so we have so many schools teachers in schools so what we have done is we have an integrated Mis management information system which has details of all these people all the teachers all these students all these schools which is great work under progress but very soon we are very confident that the paper service rooks service book is a very important document for any government official so for one point one lakh teachers so they have their service books but their upkeep their management over a period of thirty five to forty years we can imagine what happens and then this service book travels from one place to another so we can understand the dilemma of a teacher whose service book actually get lost in this process so now we are moving to an era where we are going to have online service books in her honor another very important lever which was used by the state government led by the chief minister is having a new transfer policy which is actually an online policy in fact from Haryana it became very successful and it has gone to 12 different states in the country this online transfer system is a very transparent kind of policy where everybody feels happy but in the earlier scenario thousands of teachers they used to run after you understand various kinds of people the politicians or the administrative officers to get the desired posting so from that scenario we have moved to a system in which the level of satisfaction is more than 98 percent so by a simple click of a button we are able to transfer 65 thousand teachers in one go there are other examples of information system like we have almost 400 whatsapp broke in which we sort of you know talk to each other and disseminate information and get collecting information also so this was the second third lever and the fourth important lever is the group ground-up participation so from starting from the school itself the first very important thing is the school resources as earlier we have been able to provide textbooks to all students free of cost right in the beginning of this session so 50 lakh textbooks actually travel to schools 10,000 schools right in the beginning of this session apart from the textbooks the computer labs projectors science kits English language labs these all have been established in addition we have a big learning enhancement program for those also we have special material or books which are actually also provided to the schools second important bracket is the assessment reforms as we all agree because most of us we all work in education scenario one is the teaching and the second important thing is the regular assessment which we have to do so state of Haryana we started this student assessment test so once in two months all kids going to government schools across the state they are assessed by a standardized exam and to disseminate the information we have an online section at the Appa assessment dashboard so using this dashboard the teacher or the principal or anybody in community because it's like available online to anybody the access is available so these students the parents the community they are able to compare these students in a school with students in the block or the district or we can see the average state average for the school also so this way there is a transparent system in which we can sort of monitor how that particular school or class is doing in comparison to the block or district or the state level this is a very critical program for the suction Haryana campaign this is called as a remedial program so we understand from a survey or from the National achievement survey we find that very few kids are actually at their grade level competence so how do we bridge the gaps so this is the important thing where the missing competencies or skill sets are actually taught during the first of the school every day so 95 percent of the school they run this program for the elementary classes and then there is material which is available the various manuals or the videos are available in 200 whatsapp group which is disseminated so that new Gogi techniques and the learning-based activity materials this is actually shared with the teachers so that they can make the kids understand what is being taught in the classroom so Haryana has set up an example in which the shift from teaching is now primarily on the learning competencies at each grade level so this is a big shift we call it the competency based framework which is popularly known as suction talika for the teachers so in which for each class each subject various competencies are actually listed so teachers are aware of these competencies which they should be aware but practically they are not another important aspect or liver is the visit of schools so there are jokes from Haryana or maybe from other parts of the country also so the teacher or the inspector who soever go to school all are fakes so those are the kind of jokes which go on but here in Haryana we have a system in which a good number of monitors and mentors they actually visit the schools and they report whatever they see on an online mechanism which is called as academic monitoring system so this is very very helpful and we have good number of academic mentors also monitors they do the administrative monitoring but the Mentors they see how the teachers are imparting the teaching in the class so we have block resources then we have assistant block resources who actually are subject experts they actually see how the teachers are teaching and then they help them improve we have eight hundred plus mentors and they visit 6,000 schools every month so we can say it very confidently that each and every school in Haryana is visited at least once in two months many times there are many more visit than actually one visit so this really helps in fact there are many many more visits for schools which are not doing very good so we say we are doing using three M's one is monitoring second is mentoring and third important thing is the motivational aspects so these three M's we use frequently at all levels so this is the highlight of suction campaign which we call it as suction Kirschner so here what we do is a little gamification has been done and plus there is a sense of competitive spirits between schools between blocks between districts so as to show them that their blocks are actually does a suction or the their districts are actually suction so if we see the extreme right side bottom side the blocks they do self-nomination once they do self-nomination we have heard a third party so this section here in our concept these section one in our sails we have a technical partner which is funded by a Dell foundation so this sucker marina sale we have hired a third party called as GM I company gray matter India so they help plan the tests make details and actually doing all the assessments analyzing the results and then they share with us so then after the assessment we publicly make such a motion a– declaring whether the block has turned suction or not and then we can see bottom Lipsyte the block becomes suction if all the blocks in a district if they are sectioned in the whole district becomes suction and if the whole all the blocks in Haryana all districts are sections in the state becomes suction so quickly we would like to see the kind of results which have been generated during last two years of this program we had eight different rounds because we made it voluntary we asked them to self nominate slowly and slowly the confidence grew up initially we got two three four blocks and then finally after 18 19 months of these multiple rounds we have 107 suction blocks out of 119 total blocks in the state and we can say very confidently that 80% 86 percent of these students remember the objective was to reach 80 percent readable competence but we have been able to reach 86 percent grade-level competence but of course we didn't start with all the classes what we did was we started with only three classes class 3 class 5 and class 7 and only with two subjects one was the dear mother tongue the mother tongue for the state of Haryana that is Hindi and second was mathematics and we all agree that these two are the most important things if the in early in life in elementary classes if the kids learn mathematics in Hindi then of course learning cannot be in you for them so we are very very successful but then we realize that the teachers and the students this is very important lesson we have from Ariana they were wanting for more did he good teachers the excellent teachers and good students so on their own they started teaching other subjects in addition English also so we started this concept of suction + suction + we declare a block if the students in class 3 more than 80% kids in class 3 5 7 if they're at the grade level competence in English also so I'm so very happy to share after two different suction + rounds we have 5 blocks in this state in sampler in district rather not very far away from this place became the first suction + block in Haryana so this is something which has come up during last five six years of working particularly during the suction round we call it suction chakra or the competency loop so the first part is the a part that is the teachers becoming aware of the competencies which they are expected to make children proficient in what exactly is to be taught so we have for this we have suction talika as I said the list of competencies so teachers are aware now for the first time in Haryana people are very confident the teachers are confident what exactly they are teaching second part is the remedial part that is B and the second part is the remedial so we use different things one is like every for every day first R is spent on learning enhancement program second is mentoring as I said earlier there are visits by so many mentors from the district Deitz also in + from the the block resource center or the the various other people we have a 10 plus people and then there are resources videos or question banks for teachers which have been prepared by dis examples or by the a CRT of the state so the C part is on top of the chakra we can see that is the Student Assessment test as I said so we have six in a year once in two months and then of course data is collected entered analyzed and then present it to the teachers and the schools they themselves can actually see it on the suction dashboard so d part is the dashboard the display of performance analysis and then the feedback loop and then of course for each and every student in these classes now they have started doing it for the enterprising teachers and the principals they have started doing it for all their kids in all classes all subjects so there is a section register where they monitor the each student whether they are proficient in different skills or D competencies or not so this is all which we have learnt and when we have this kind of feedback loop and then through B we try to sort of train the teachers by improving their pedagogy so we have been able to get attention at the national level nitty yolk has tweeted so there are multiple forums through tweets open in pieces and the workshops nithya yoga is very keenly involved in what we are doing it is appreciated the world and now they have started recommending it to the other states for the government school system media both the vernacular press the Hindi media across the state and plus the mainstream English media they were also published including India today group they published one story around seven eight months ago about how section Haryana concept has really gained strength in Haryana so the interesting thing is that I said in the beginning that 60 lakh people are directly linked to this particular section Haryana or the government school system but overall the kind of publicity which the section Haryana has been able to generate I would say many people maybe 50 percent of the state population they are actually aware of this suction Haryana campaign which is such a which gives such a great Philip and overall the morale of the teachers have gone up and definitely they feel much more confident and they are much being much more respected in the society also earlier of course that was doubtful thing to happen so when we do it we have multiple partners we have a section Haryana cell which has been funded both technically and financially by Dell foundation we have a technical partner some agar which is basically a public policy firm they focus on bringing impact on ground gargoyle is the CEO is here standing on different row so we have a technical partners so there is a full-time five-member team suction marina cell so they work with us they work in the planning and the implementation and then at the district level we have extended arm through very young enterprise Affinia stirs good governor's associate program so we have 25 of them one in each district of haryana plus a five-member program team and the knowledge partner for the CM DG program is Ashoka University which is in Sony Perth so these are the partners and for all these youngsters who are working with us through the CMD G system or suction Mariner cell Rhianna government is not contributing so these knowledge partners the funding has been raised by ashoka ust and through the csr from the corporate we really acknowledge the support of Hero MotoCorp and other companies who are supporting in fact there is a paradigm shift in haryana when we talk about CSR normally when we talk about the schooling system or colleges the typical things which the corporates would like to do is to provide say benches classrooms construction that is the kind of thing which they they are really interested in doing because that is something physically physically available so hero motor cops I salute them and other people for the first time they are supporting government of Haryana School Education Department for knowledge management we have to understand this very clearly within the government system we don't have good number of people who are actually very knowledgeable who are able to synthesize knowledge and actually monitor it using the latest technology tools so now we have we are the government we work with academia chakra University we work with public policy forum which is a private sector company and then we have development partners also so the important thing is we all have the shared vision to bring impact at the ground level and that too on a scale doing it in five schools 10 schools 15 schools or maybe 100 200 schools is ok but if we have to do it in 10,000 schools then of course it requires careful planning and execution and then when you have support from the top it becomes so very easy so now this month we have launched the new version of suction we call it suction 2.0 or suction ready so what are the objectives now so these are the six objectives when we talk about elementary education the three objectives are primarily to strengthen what all we have been doing in the elementary classes and to further enhance it so what we are doing we are taking new classes earlier we have third fifth seventh now we are taking all six classes from third to eighth and then we have we are taking all subjects including English and plus EVs four classes three to five and four classes to eight we are taking science and social studies number two is basically to sort of second is basically yes so second important objective is right now we have a third party GMI but now we are aiming the National Assessments whether it is national achievement service or the Assad so we are aiming that all the classes for all subject we should be at number one whenever the next assessment is done and the third one is about the so I can we can leave this so this is for the elementary and before the secondary we are thinking now in fact we are going to launch it very soon for having this quality improvement program for class nine for the board exams class 10 in fill and then we are going to focus on the high performance using the NTS exam or the various competitive exams after 12 so that they get best of this thing and the last point is the involve doing the career counseling scale enhancement and all those related stuff so that the kids who come out of government school they are actually they actually get good jobs so I end my presentation and if there are any Gupta for that presentation this I guess we are running out of time so I'll just ask one question because you've discussed almost everything in that presentation so what were the challenges that you faced that's the only question that I would like to ask because we're short of time you know whenever we do something which is in disruptive mode so it's not like the normal governance which we have been doing using all these techniques whether it is Betty which over tea per hour or the CMG G program or the suction here in a moment here we are doing things differently in the sense that we have taken partnership from the outside world the academia all those people they are working with us so people within the system they initially feel sort of uncomfortable we can very well understand because the people who come from outside they have a different lens looking at things they believe in a problem solving which we don't do you know most of the time in the government system so there were challenges but the beauty was the honorable chief minister he was very well aware that we have to involve everybody because reforming education in 15,000 government school is not an easy job and of course taking it further apart from section Haryana the CMG GS the CMS associates on good governance they have been working on making governance easy for the citizens the interface easy for the citizens whosoever comes for delivery of schemes G to develop a schemes to services so it has been a challenging journey but the important thing is right from the Chief Minister we're all very conscious that we have to deliver we have to actually give what we are supposed to give thank you thank you so much dr.
